Conduct and Discipline

1. All trainees are to maintain proper code of conduct and military bearing as expected from a persons in uniform. Conduct unbecoming of Naval Personnel and infringing on good order and Naval discipline would attract withdrawl from the course and such other punishment as laid down in the Regulations. Foreign trainees undergoing various courses will be governed by the same rules and regulations as applicable to the Indian trainees in matters regarding accommodation, messing, routine, discopline etc. Some of the aspects are highlighted below:

(a) Punctuality : The establishment expects the highest level of punctuality from trainees in attending all ship's functions.

(b) Marks of Respect : Proper marks of respect must be shown to seniors.

(c) Uniform : High standard of turnout is to be maintained at all times.

(d) Duties : You will be required to carry out special duties assigned from time to time as part of all round development.

(e) Movements : Movement of trainees both within and outside establsihment should be smart. If moving in a group, proper marching in squads must be adhered to.

Daily Orders

2. Routine orders of day to day nature are promulgated through the daily orders. All trainees are to read the daily orders regularly and abide by the promulgated orders.

Clothing/uniforms

3. Foreign trainees are to wear uniforms of their navies provided by their respective countries. Minimum requirement of clothing/uniforms is as follows:

(a) A minimum of six sets of summer working dress.

(b) One set of summer ceremonial.

(c) Sports kid including white `T' shirt, white shorts, tracksuits and white sports shoes.

(d) Swimming Costume.

(e) Civilian clothing (Both summer and some light woolens).

(f) National dress may be worn on certain occassions. It will be appreciated if you could bring some of your traditional dresses for certain National/cultural functions.

Reception

4. Foreign trainees, on arrival at Mumbai, Pune or Lonavla will be received at the airport or a railway station by a representative of this establsihment. Arrival details are to be intimated to this establishment by fax or e-mail wellin time to enable arrangements to be made. You are to deposit return ticket if held with Regulating Officer till completion of the course.

(a) Arrival in India : On arrival in India you are required to report at INS Shivaji, LOnavla. Please fax your arrival details to the Commanding Officer, INS Shivaji at 091-2114-284701 . You are also to intimate your arrival details to your Consulate/Embassy. On arrival at INS Shivaji, the foreign trainees will be required to complete the following forms in the office of Regulating Officer/Training Officer :-

(i) Registration of Foreigners.

(ii) Arrival Report.

(iii) Application for Identity Card.

(b) In the case of PCT courses transport to Mumbai and Pune airport is not provided. Officers are requested to note that they will be recieved and seen off at Lonavla Railway station/bus terminus.

Personal Data

5. All foreign trainees are required to forward their biodata, along with a statement of identification duly authenticated to the Commanding Officer, immediately on reporting for training.

AIDS Free Certificate

6. Trainees are required to produce an AIDS Free Certificate as per the following format , from a Competent Medical Authority on joining this establishment. In case you fail to produce the certificate, you are liable to undergo the AIDS medical check up in India.

Medical

7. Medical facilities available in the establishment are given in the section on "Facilities". You will be required to undergo medical examination as per form AFMSF-3 at Naval Hospital INHS Kasturi prior to the commencement of your training.

Identity Cards

8. Regulating Officer of the establishment will issue to the trainees a special identity card. These identity card are required to be returned on completion of training. Trainees are personally responsible for the safe custody of their special identity cards and are always to be in possession of the same. the special identity card is to be reported to the Training Officer and the civil police immediately upon detection.

Passports and Visas

9. All trainees are required to ensure that the passports and visas are valid for the entire period of training. Action for revalidation, if any will be taken up by the concerned trainees with their Embassies/High Commissions. The establsihment will render assistance, as necessary. Passports and visas are to be deposited with the Regulating Officer immediately upon reporting for training or on completion of registration formalities as the case may be. If trainees or their families(ir permitted), are likely to go out of India during the course breaks, they should ensure that their visas are `MULTIPLE ENTRY VISAS'.

Registration

10. Trainees from Commonwealth countries are exempted from undergoing the registration formalities. However, in the case of Bangladesh trainees, registration with appropriate civil authorities is necessary, if their period of stay in India exceeds six months. The Bangladesh trainees so registered should obtain registration cards to enable exit endorsement by the issuing authority before the trainees leave the training establishment for repatriation to Bangladesh. The card with the exit endorsement is required to be produced to the immigration authority at the International Airport from which ther Bangladesh trainees eventually leave for Bangladesh. All personnel from non-Commonwealth countries, who are to undergo training for more than 90 days, are to register themselves as under :-

(a) Trainees on reporting are to report to Regulating Officer for registration with local superintendent of Police.

(b) Similar registration is to be made when the period of course is extended.

Currency

11. The Indian currency is Rupee, which can be freely converted into other currencies, at all leading banks.

Pay and Allownaces

12. The arrangement for disbursement of pay and allowances and any other dues while undergoing training in India, will be made by the respective HIghCommission/Embassies in New Delhi, directly to their personnel. Some of the important aspects are highlighted below :-

(a) Foreign Naval personnel are accepted for training under one of the following schemes (subject to revision):

(i) Self-Financing Scheme : Under this scheme the tution fees and other administrative charges are recovered from the foreign Government.

(ii) ITEC Category I : The Indian Government will provide free training, to and fro airfare, lodging, messing for cadets, journey connected with training in India, whenever such journeys are considered essential.

(b) Before leaving for India, trainees from overseas should arrange with their own government for their pay and allowances while in India. A sum equivalent to approximately Rs. 5000/- will be necessary to meet the miscellaneous expenses on arrival. This should preferably be carried in traveller's cheques. Trainees are also adviseed to bring this aspect to the notice of their Embassies/High Commission in India. Officers and sailors covered under ITEC category I & II are paid monhtly living allowances of Rs. 6000/- and Rs. 2250/- respectively. The approximate expenses would be:

Initial monthly expenses Living expenses

Cadets Rs. 3000/- Rs. 1500/-
Sailors Rs. 3000/- Rs. 1500/-

(c) Trainees undergoing the course under the Self-Financing Scheme are to bring along with them photocopies of the agreement and modes of payment between their Government and Government of India. Without these documents, payment cannot be made to the trainees.

(d) Foreigh trainees are advised to open a bank account and furnish the details to their Defence Advisor within 14 days of reporting in the establishment, so as to facilitate timely receipt of monthly remittances accordingly.

Leave and Holidays

13. Trainees are permitted to proceed on planned leave during the scheduled break. Those who wish to spend their leave in their own countries are required to obtain persmission of their High Commission/Embassy, prior to leaving India. Those who plan to visit various places in India, are required to forward details of their programme during leave to the Commanding Officer, at least two months in advance, in order to obtain necessary approval from Integrated Headquarters, Ministry of Defence Salient aspects are as under :-

(a) Officers

(i) Normally, no leave will be granted during the training period except on term breaks and extreme compassionate grounds. Leave admissible is given in succeding sub paragraphs.

(aa) MESC - 04 weeks leave during entire course duration

(ab) SDPPC(ME) - No Leave

(ac) BEC - 03 weeks leave twice a year at the end of each term

(ad) No classes are conducted on Sundays & closed holidays except when required to make up for loss of instructions. Short leave is permissible during these periods.

(b) Sailors

(i) Normally, no leave will be granted during the training period except on term breaks and extreme compassionate grounds. Leave admissable is given in succeeding sub paragraphs.

(aa) ERA/APP/MECHQ/NEA - 04 Weeks leave in Jul & Dec each year

(ab) LME 'Q' - No leave

(ac) CHERA `Q' - No leave

(ad) CHME `Q' - No leave

(ii) Short Leave : Trainees will be granted short leave after working hours. While proceeding ashore, they are to enter names and particulars in student officer's short leave register and obtain persmission of the Officer of the Day(OOD), prior to proceeding on short leave.

Accommodation

14. Married accommodation is not provided or arranged for trainees . Single trainees will be accommodated in Wardroom Mess or Trainee Sailors Accommodation Blocks according to their rank and seniority. Trainees, who are permitted by their Government to bring their families to India, will, however, be given assistance for hiring suitable accommodation near the naval establishment or in Lonavla town under private arrangements at their own expenses.
